What role does local democracy play in times of crisis? This question has been at the heart of ICLD’s recent research collaboration with the Kyiv School of Economics, exploring how Ukrainian municipalities have responded to the profound challenges of war.

Since the start of the full-scale Russian invasion, local self-governments in Ukraine have demonstrated that decentralised, democratic governance is not a barrier in crisis management – but a key enabler of community resilience. Despite facing destruction, displacement, and constant uncertainty, Ukrainian municipalities have maintained essential services, protected their citizens, and engaged their communities in shaping local solutions.

Through surveys with over 180 Ukrainian municipalities, in-depth workshops, and dialogue with local leaders, the study shows how transparency, citizen participation and stakeholder collaboration have strengthened local governments’ capacity to adapt and respond to crisis. These experiences are relevant far beyond Ukraine and offer concrete lessons to local governments globally.

The research project has resulted in three key outputs:

  1. Research Report – An in-depth analysis of how local democratic practices have contributed to Ukraine’s societal resilience.
  2. Policy Brief – A concise summary of key findings and recommendations for local governments and decision-makers.
  3. Practical Toolbox – Concrete examples and guidance on how municipalities can foster social inclusion and community resilience, focusing on the integration of internally displaced persons (IDPs).

This work directly supports ICLD’s Network for Democratic Resilience, where Ukrainian and international municipalities exchange experiences on how to strengthen local democracy in times of crisis. The study provides valuable knowledge to municipalities participating in ICLD’s programmes and partnerships, and aims to inspire local governments everywhere to see democratic governance as a strategic tool for resilience.

By investing in democratic processes before, during and after crises, local governments can build more resilient, inclusive and sustainable communities. Ukraine’s municipalities show us that this is possible – even under the most difficult circumstances.
