U-LEAD (2019) Ukraine’s decentralisation reform in 2014 has had a great impact on the country’s villages, settlements and towns. Local self-government bodies known as amalgamated hromadas have been provided with new functions and responsibilities to better address their citizen’s need, thus strengthening the role of municipalities and cities.
