V Annual Conference of the Observatory on Decentralized Cooperation between the European Union and Latin America

Four workshops which will try to answer four basic questions: the why, what, where and how of decentralized cooperation and will focus on the MDGs, Climate Change and new strategies and tools.

The Plenary Sessions will compare approaches and perspectives of policy makers and experts on decentralized cooperation.

The outcome of the discussions will contribute to the development of a local and regional authorities´ position at the High Level Foum on Aid Effectiveness in Seoul, November 2011.
