The Swedish Association of Local Authorities and Regions (SALAR) has signed an agreement with the Swedish International Development Cooperation Agency (SIDA) to support the decentralization process in Ukraine through a 3, 5 years project. The project started in September and its overall objective is to support the decentralization process that has been initiated by the Government of Ukraine (GoU). SALAR’s subsidiary SKL International is responsible for project implementation.
As a body which brings together Swedish and international experience of local self-governance, SALAR/SKL International is expected to provide expertise and experiences in areas such as: fiscal decentralization; territorial reforms; public communication of reforms; division of responsibilities between different levels of government; health reform; inter-municipal cooperation; citizen’s dialogue and public participation; final focus areas will be guided by an inception that will last until end of February 2015. The project will mobilize appropriate Swedish/EU expertise and deliver a range of activities to support the reform process including technical assistance, workshops and exchanges.
