The European Urban Knowledge Network published a Handbook for multilevel Urban Governance in Europe which focuses both on theoretical and practical aspects of multilevel governance. In addition, the Eurocites network has released a report, which responds to the need to strengthen cooperation and exchange ideas on governance of metropolitan areas between European local governments.

The changes in modern societies, where cities have increasingly more economic, social and cultural importance, have led to the development of the government´s traditional forms and to the promotion of new models of governance and participation. The Handbook for multilevel Urban Governance in Europe, discusses the participatory tools for an integrated urban development, focusing on the tools that facilitate territorial cooperation and different levels of government and stakeholders´ coordination. In addition, the Eurocities network has released the report Cities Cooperating beyond Their Boundaries: Evidence through Experience in European Cities, which responds to the need to strengthen cooperation and exchange ideas on governance of metropolitan areas between European local governments.
