On December 9, on the first day of the UCLG World Council in Florence, the CIB Working Group meeting was held. Key issues under discussion were: the draft policy paper on Decentralised Cooperation and Local Government; and CIB priorities for 2012.


Policy Paper on Decentralised Cooperation and Local Government
The CIB working group is developing a UCLG Policy Paper on Development Cooperation and Local Government. This paper discusses the strengths and weaknesses, as well as opportunities and threats of decentralised cooperation. In spring, a preliminary version to be distributed.


Work Plan 2012

In 2012 the CIB Working Group will focus on conducting small studies in order to develop a common response to donors regarding a series of critical issues, such as:

  • Publishing of working methods of CIB members to promote coordination and prevent fragmentation;
  • Collection of information that shows that municipal international cooperation is professional a form of development;
  • Designing of a toolkit for project development and impact assessment.
