How can local actors improve human and state security in conflict-affected areas? What challenges affect the local government’s ability to promote the rule of law? How can citizens be enabled to actively use the law? And how can human security approaches work in the context of violent extremism?

This intensive training will take place on from the 26th of October till the 6th of November in The Hague. The training will equip you with practical and academic tools to work towards community security. The course will also explore the link between inclusive economic development, stabilisation and sustaining peace. In addition, we will discuss experiences from different countries with local security policies and security sector reform.

Experience

Participants from all over the world will engage in interactive learning sessions and exchange experiences with top-of-their-field experts and with each other. Study visits will be organised to learn from the experience of institutions that work on security at different levels. We will visit a.o. the International Criminal Court (ICC), dealing with international crimes of genocide, crimes against humanity and war crimes, and we will discuss its impact on peace and security. In addition, we will learn from the Dutch regional security cooperation structures, in which local governments join forces with police, fire squads and health services to act effectively in large-scale emergency situations and manage public security in the region.

Experts

Renowned experts and practitioners with extensive experience in reconstruction after conflict, community security and security sector reform will contribute to this course.
