Barcelona City Council has recently published a paper in which it reflects on its almost 20 years of experience with international bilateral or direct cooperation. It offers an insight into the values, principles and methodology used in its projects.

Since 1992 Barcelona has been working with over 40 cities in Africa, Latin America and the Mediterranean Area. The publication titled, Direct or Bilateral Municipal Cooperation: Values, Principles and Methodological Criteria, demonstrates how Barcelona City Council has used a direct, as well as bilateral city to city approach, which allows for “the exchange of Barcelona´s experiences in municipal management with other local governments”. In doing so Barcelona has placed emphasis on the transfer of knowledge and experience, aimed to contribute to the sustainable development of cities.
